Publications from our Phase I
As part of its capacity-building programme, the European Affordable Housing Consortium collaborated with experts to put together a set of documents and learning materials to support practitioners in their work in the affordable housing sector. These include:
- Blueprints for replication
The Blueprints aim to help local promoters across Europe create thriving communities in existing social and affordable housing districts. They are based on the collection and organisation of information that is already available but remains scattered or simply not accessible. They are divided into three topics: People and Communities, Technologies and Technical Approaches and Governance, Finance and Processes.

- Funding Handbook
The handbook lays out the possibilities for financing social and affordable housing renovations, notably at the district-level. It critically enumerates the public (EU or in some Member States) or private available financing.

- Handbook of Good Practices
The Handbook seeks to stretch the imagination of what is possible, create a new appetite to renovate better and tap into a new level of ambition. In this document, we have identified good practices that go the extra-mile in terms of technological, process or social innovation, involving social and affordable housing neighbourhoods, and that can be, therefore, defined as “Lighthouse Districts”.
- Report on identification of opportunities and barriers of LIPs for renovation of social & affordable housing
After investigating through stakeholder surveys, interviews, and literature review on social housing renovation in Europe, this report summarises the pressing issues and promising opportunities for a socially just and affordable Renovation Wave.

- Policy Recommendations
This document compiles policy recommendations that arose during the SHAPE-EU project, bringing together the results of the other deliverables and the outcomes of the discussions that took place at the in-person events of the project.
