In March 2016, a partnership was concluded between the social landlord I3F and the association Esperer 95, as part of the call for projects launched by the State and the Social Union for Housing, concerning “the implementation place of 10,000 supported social housing units ”. The program supports initiatives carried out by social landlords aimed at promoting access to and maintenance in housing for households in great difficulty. It is part of the Housing First plan today. The objective of the agreement was thus signed for over three years (from 2016 to 2018) and targets two French departments (Yvelines and Val d’Oise) on the outskirts of Paris, to facilitate access to family housing. The action continues until June 2019.

- Partnership coordination mechanisms:
These 8 projects are intended to set up, organize or optimize partnership coordination within the district territories, in order to promote the possibility of offering supported housing (access or maintenance) to households likely to need it. Beyond the quantitative objective necessary to size the project, it is mainly a question of setting up working methods in inter-donors and with partners, so that the whole chain of skills and means is at the service of the most vulnerable.
- Supported housing schemes for households in serious economic and / or social difficulties:
This category, the most significant one, brings together 49 projects for 2,322 households supported over three years. There are three types of projects:
– Projects specifically aimed at supporting access to housing (19 projects)
– Projects targeting issues related to staying in housing (11 projects) for households already housed in the social housing complex
– 19 projects are mixed and target both the problem of access to and retention in housing.
- Supported housing schemes for specific audiences:
5 projects representing the objective of 1,726 supported households are intended to respond to very specific issues related to certain household profiles or situations. Thus, supported housing solutions offered by state entrusted HLM organizations Habitation à Loyer Modéré mobilize specific skills and adapted means in order to create tailor-made responses. People suffering from mental health problems, women victims of conjugal violence, young people in integration, people leaving incarceration, sedentary households or even very isolated elderly people are the target audiences for these projects interwoven very closely with partners.

Why it works
This program makes it possible to stimulate new approaches and / or to renew existing practices, in particular between donors and associations (partnership platforms of accompaniment for a global approach of the situation, setting up of a mobile team, temporary subletting to avoid eviction or temporary colocation at very low cost for households coming from the street) but also to strengthen links with actors in health, justice and alike.
Its assessment highlights its added value, its complementarity with common law systems, by offering ways to respond to the very specific needs of fragile audiences. This is why the USH and the Ministry of Housing are working today to ensure the sustainability of this proven program which contributes to the objectives set by the government within the framework of Housing First.
